Here’s a link to the video of Archive Director Thomas Blanton’s testimony before the Senate Homeland Security Subcommittee on Federal Financial Management, Governmental Information, Federal Services, and International Security.

In his testimony (which starts around minute 34), Blanton likened Obama’s attempt to transform US information policy to attempting to chart a new course for “a fleet of ships,” including dinghies and aircraft carriers alike.  He argued that its not easy to compel the 90-plus US executive agencies to to adopt transparency and FOIA reforms, and that returns may take some time to materialize.

Definitely worth a watch.
